Some have wondered how can bingohome and others be coming out of the uk but licensed in Costa rica.
The uk gambling commission up until Sept. of 2007. licensed and regulated ONLY land based gaming operations.

When they included REMOTE (offshore) to be under the auspices of their gaming commision, many came to beleive that the UK was the primary regulator and rule dispenser of these bingo sites. they can, as it says below establish their operations in Britain. In sept. 2007, the gaming commission began regulating the internet transmissions from sites established in Britain. But the actual source of the licensing country, be it antigua, costa Rica, or elsewhere is responsible for dictating the gaming laws. All Britain is saying is that if you are in great britain and want to run an internet or wireless gaming area, you must be licensed, certain of your employees must be licensed to get approval to operate, certain social responsibilities must be met, and of course, fees paid. If a site decides to get the actual operating license elsewhere, they are still able to show a seal from the uk gaming commission.

When you use an online casino based in Costa Rica, you are playing at your own risk and you are at the mercy of the online casino's good faith to fulfill its representations. Casinos may decide at their own discretion not to pay what you have earned and there is no way you can collect those monies since it is illegal in Costa Rica to collect money based on gambling.
See, it is NOT illegal in the UK to collect monies based on gambling, so if a site is based there and licensed elsewhere...BEWARE.

What do we mean by ‘remote gambling’?
Under the Gambling Act 2005, operators of remote gambling (via such means as the internet, digital TV and mobile phones) offering casino, bingo and machine-style gaming can lawfully establish their operations in Britain for the first time.
